modify / be modifying

(1) In the phrase "the tall building," the adjective "tall" modifies the noun "building."

(2) In the phrase "the tall building," the adjective "tall" is modifying the noun "building."

(3) In the sentence "This is a corny joke," the adjective "corny" modifies the noun "joke."

(4) In the sentence "This is a corny joke," the adjective "corny" is modifying the noun "joke."

Question: Which are correct?

I am not a native speaker, but I would say that both forms are correct. There might be a slight change in context, but both are grammatically correct.

Both forms convey the same message or meaning.
In English we can often use several forms to give one meaning and visa versa.
