I have been able to drive...(for two years/since 1998/since I started to learn it in high school/etc.) means I knew how to drive in the past and still continue to be able to drive until now. Clear enough for ya?

I have been able to drive...(for some time or since I was...) might just as well mean:
- "It shouldn't be difficult for me to learn the controls of an airplane" or
- "All my driving experience has helped me to avoid the accident".
