please I need your help translating this proverb!

hello..

I need your help translating this saying .. I want to translate it but I don't know the deep meaning of it, thus, I wish you could explain what's meant by it


the saying is:

"Power does corrupt, and absolute power corrupts absolutely"

The proverb simply means that if you give someone some power they mis-use it. If they have absolute power (as in life & death) then they will mis-use it even more.
In short it is a warning never give someone any power without any stops and checks.
In the UK the Police Forces are overseen by a Watch Committee consisting of publically appointed citizens. This is to prevent any mis-use of power.
