"the sooner the better"but what does it actually means!what it will bring to us!

The sooner the better = as soon as possible ( very soon)

I think, like all 'the adj.-er, the adj.-er' structures, it's like a sentence with an 'if' clause.

It may be read as 'It will be better if you come sooner' or 'You'd better come sooner'.

That's not what they were asking, lemontea ;) "the sooner, the better" is an English expression.

This sentence is a polite way of rushing something. Doing it sooner is better but doing it later doesn't necessarily make it bad.
