The first just means "I couldn't be any happier." and would usually be used in answer to a question. Example: Are you pleased with your exam results? You could answer "I got 100% so I am as happy as happy can be"eiris wrote:"I am happy as happy can be.

The second means it is impossible to be more incorrect.
Example: Someone tells you that the the answer to 2+2 is 22. You could respond with "you are as wrong as wrong can be"
