Eg: Bank commission over perticular transations

"committee"

Group of people appointed for a specific function.
They are those people who work for goodwill of the organisation

The meaning entirely depends on how the word is used in a sentence. In the instances you quote. A Commission is usually set up by an authoritive body to look at a matter or matters. A Committee is usually a body voted by members to look after the affairs of something like a Club.
Example: The Government would set up a Commission to look into the effects of say Global Warming and then report back to them. A Yacht Club would appoint members to a Committee to run the day to day affairs of the club.
