Do 'who' and 'that' have the same function in relative clauses? It's hard for me to choose one of them to make sentences.
The person, ... is walking, is my teacher.

In defining relative clauses it is informal style to use 'that' when refering to people. It is more common to use 'who'.
Formal situations would require 'who'.
In informal situations, you choose which one. I teach my students to use 'who' because it's always correct and no confusion in choosing which one!
He's the one that hit me.
He's the one who hit me.
Both are correct. I prefer to use 'who'.
