I don't know whether it is the right place for this question. I just need very urgent help.
Whether turkey .........the EU or not,it .......... its doors to the world
a) is not going to enter / do not close
b) enter /would not close
c) to enter / closing
d) will enter / will not close
e) was entering / close
The answer given in the book is D. However, is it possible to use "will" with "whether" in this sentence? Can you please explain it? Thanks a lot.

The best choice for the ans. is indeed (d). Correlative conjunction like “whether … or” can precede a sentence in simple future tense. For example, I question whether this will be a good choice or not.

D is the best of the available answers, but it is not really idiomatic. Normal English would have it as:
Whether Turkey enters the EU or not, it will not close its doors to the world.
[Whether or not Turkey will enter the EU, that is the question! ]

Which kind of conditional is that?
I don't know for Turkey but it seems to be that another country is going to be a nightmare for the European authorities as one of them pronounced it a few days ago. How he could have said that for such a beauty I don't know.
