Questions:
"As a result, they often fall victims to criminals."

Does this sentence make sense and is it possible to say "to fall a victim"?

The correct expression is "to fall victim to something".

"As a result, they often fall victim to criminals." :ok: <--- correct

It is not idiomatic to say:
"to fall a victim to something" :nok:
"to fall victims to something" :nok:
