I know it is correct to say 'I was born and brought up at so and so place'
But, I find some people say 'I am born and brought up at ...' and they
get shocked when I say 'I was ...', I believe they misunderstand that
we should use 'I was born ...' while talking only about the expired people,
please clarify, thank you.

Hi,
In your answer i must say as far as i'm concerned I've never heard i am born;
as you might well know it's a passive form,and it happened in the past,
but in some cases you might wanna say when i survived from the car crash i felt like i am born again.so here cause it is happening right now you can say that.
something that i got from my experience tell me , English speaking is not just grammar,so it's better off keep our mind on thing which worth it.

In normal usage 'I was born and brought up in so and so place' is the correct form.
