entry to or entry into?

Hi everyone! I have some doubts about the right preposition in the following sentence:
"She was refused entry to Spain". Should it be "She was refused entry into Spain?

Both are possible but "to" is probably more normal. The word "into" really makes it sound as though she is at the border, trying desperately to get in.
