Is the following vision statement grammatically perfect?
"To be the premier one-stop engineering agency for the planning, development and maintenance of all public infrastructure and building facilities ... "
Is it an improvement if I rewrite it as follows?
"To be the premier one-stop engineering agency for the planning, developing, and maintaining of all public infrastructure and building facilities ... "
