Is it written in passive ,if yes then where is the verb ?
I want to know type of being usage .

Is this a caption (the words under a picture in a newspaper) or a headline?
Well, if it is, you know that newspapers have to save space.
So the COMPLETE sentence is probably something like:
This is a photograph of Mr. X as he IS / WAS being taken to Tihar Jail in New Delhi.
The active would be something like: This is a photograph of Mr. X in which we see the authorities as they are / were taking him to Tihar Jail in New Delhi.
