Adjective Conjuction?

Does the word "structure" belong with the word "lot", or is "structure" belong with the list of items needing approval?

"No radio, television, or other antennas may be erected on a lot or structure without the prior
approval of the Declarant."

Do you know the meaning of the word "lot" in this sentence?

lot (noun): (mainly North American) a plot of land for sale or for a particular use - eg a parking lot
