I am confused in below.Could anyone please help me
which one is correct and why ?

"Finally,blinds has been fitted."
"Finally,blinds have been fitted."
is/has/have + verb-ed

"finally,blinds are fitted" - the word finally indicates that the work has been done. In this sentence ...are fitted... is used in the Present Simple Passive (shows regular actions).
"Finally,blinds has been fitted." - the tense and mood are correct, but has can't be used in this construction because blindS are plural and have is used with plural forms.
"Finally,blinds have been fitted." - Present Perfect Passive has to be used:
1. finally - shows the result - Present Perfect
2. Passive is used because the doer of the action is unknown
