What exactly, is the question "Can they escape with certainty?" asking?

The question is "Can they escape with certainty?"
The "they" in the question refers to two prisoners in prison.

What is the question asking? (Please choose a or b)
  1. The question is asking whether the audience (whom question is being asked to) can be certain that the two prisoners can escape.
  2. The question is asking whether the two prisoners can be certain of their own escape.
I'm trying to prove that a logic puzzle video had made a mistake.

I believe, with absolute certainty (which is tautological), that the question means b.
