Tricky sentence clarification

Dear Alan,

I am seeking for your guidance in the understanding of following sentence;

"statement must be dated no earlier than 31 days before the date of application".

If my statement date is 1st May, should i be applying anyday before or after 1st June?

The wording of the sentence is indeed confusing! It means the date of application needs to be 1 June latest. (On 2 June the statement date is more than 31 days earlier.)
