To jaw-jaw is always better than to war-war

Post by clearwater » Tue Sep 12, 2017 8:29 am

Hi,

Would anyone explain what the meaning of the following quote by Churchill?

To jaw-jaw is always better than to war-war

I learnt "jaw-jaw" refers to "chat". Does it mean "it would be better to negotiate than go to war"?

Thanks!
