Hello!
When I tell somebody “he is moving on”
Did it means that he was the one who broke up the relationship or is he the one who don’t break up? Or can you say that in both cases?

It means he is moving on. Any other meanings you want to place on it are subjective and highly influenced by the exact context.

My question was if he broke up the relationship?
I mean, person a said to person b that he don’t want the relationship (person a was the one who break up)
Can Then be said: person a is moving on or isn’t person b moving on ?
