Understanding what "up to" means in a context

What does "up to" mean in this context? "Please provide us with your latest video up to 5Mb in size".
I am struggling to understand if it means that the 5Mb is the minimum required size in Mb or the maximum required. Please English experts, kindly help.

They don't want anything larger than 5Mb.

You can send 1MB.
You can send 2MB.
You can send 3MB.
You can send 4MB.
You can send 5MB.
But please don't send 6MB :evil:
And don't even send 5.1Mb ;-)
