The use of NEVER

Hi,
I've read this sentence:
"There are three things I have learned NEVER to discuss with peple: religion, polictics and the Great Pumpkin".
My question is can we use NEVER TO DO something? (I looked up in the dictionaries, I just found NEVER DO, without TO).

I hope never to see her again.
You are advised never to go there.

You should never see her again.
You must never go there again.

Can you spot the difference?

Please correct me if I am wrong:
We use "Never to do" when we want to say about something we may not do in the future but we are not sure.
Am I right?

Trying to understand, I looked for some sentences with "NEVER TO..." on the net. Most of them are things to do in the future like lesson one has learned, desires, etc.
But I also found this "She was exellent in pure mathematics, though she seems never to have enjoyed it much".
Please explain the use or tell me the rule of NEVER.

I learned to swim. :ok:
I never learned to swim. :ok: NEVER DO
I learned always to argue. :ok:
I learned never to argue. :ok: NEVER TO DO
