Which of the following sentences is grammatical?
1. I reckon, by Dec 2018, I will have decided.
2. I reckon, by Dec 2018, I would have decided.
In my opinion, only 1 is correct. What do you all think?

I reckon I will have decided by December 2018.
As a stand-alone sentence #1 is correct (though your punctuation is a bit illogical).
