Past perfect sentence is (in)correct!!

Past perfect sentence is (in)correct!!

Hi,
I found something in a TOEIC text prep that got a group into a good discussion.
The sentence goes something like, "The members of the audience left before the speaker _______ his speech." Answer: had finished.
The past perfect and the past should be swapped, but it also sounds right, right?
