Adding "s" in a verb

Hi. I hope someone can help me with this.
"All who love/s are blind"
I certainly am confused whether I should add the "s" in the "love". I know that usually, we don't add "s" in sentences that use "are". But the thing is that I am trying to point out that the people ("all") do the verb ("love") many times, which in that case, people also add "s" since the action is done several times and may still be in the future.
Which is correct?
