Quantifier

Hi Alan,

I can't decide what quantifier is used with "emissions". I know it is coutable and uncountable but if I had to choose in an exam, I couldn't answer.

The emissions are less.
The emissions are lower.
The emissions are fewer.

1 is definitely wrong.
3 is possible but unlikely.
