Is this question correct?

I have my doubts about this type of questions. I've read it in one of the lesson materials.

"What two things can you never eat for breakfast?"

Shouldn't it be "What are two things you can never eat for breakfast?"

Hello! It's a quite difficult question. Maybe, it's better to say "you can never eat" or "you can't eat for breakfast".
