Which one is correct?

The elderly are usually thought to be passive. They can actually have active lives.
1) The elderly, thought to be passive,can actually have actove lives
2) The elderly thought to be passive can actually have active lives

1) The elderly, thought to be passive, can actually have active lives :ok: ok
2) The elderly thought to be passive can actually have active lives :nok: not possible without commas or dashes
