THAT

I saw a weird sentence whose 'that' is wrongly used in my english test today:

'It is important,therefore,that we should sevelope such as alternative sources of energy as solar energy and nuclear energy.

In my mind, i surely thought this sentence was written incorrectly but it's in my english test so i couldn't make sure that it's actually right or wrong truly.

I have never seen the word 'that' can be put after (,)
So if this structure is in itself right, can you list some contributory examples to let me understand exactly?

It is important that we should develop...

The only reason a comma is there is that "therefore" is parenthetical.
