Future Tense

"What time the project will be completed?"
Is this sentence grammatically correct?
If so what Tense it is?

Not correct. Should be:

What time will the project be completed?

Future Simple Tense

Sir,
Here completed is a verb , it's in past participle form . but in future simple tense we use base form of verb.
if "be" is base form of verb. is there any rules to use 'be " as base form of verb. I mean when we use "be" as base form of verb.

Let's keep this simple, and use your original sentence as a statement, not a question. For example:

The project will be completed tomorrow.

But your sentence is not in the active voice. It is passive voice. So we change it to active:

I will complete the project tomorrow.

Now you have WILL + BASE.

Passive voice is BE (in different tenses) + PAST PARTICIPLE, so...

The project will be completed tomorrow.

WILL + BASE BE + PAST PARTICIPLE
