Please help me to clear my english phrases as mentioned below.

"Needed to be completed."

"Need to be completed."

Which one is correct?

Which one is correct?
Both could be correct. It depends on the context, for example:

This form/These forms needed to be completed yesterday. :ok:

These forms need to be completed today. :ok:
