Not a whole lot of difference, but "within" makes it crystal-clear that you mean movement from one part of the EU to another part of the EU.

Is the title correct?
If by "International Migration within the EU" you mean movement from one country to another country (inside the EU), then it seems correct.

It may be worth noting that there is no immigration within the EU:
Immigration to Europe. ... Beginning in 2004, the European Union has granted EU citizens a freedom of movement and residence within the EU, and the term "immigrant" has since been used to refer to non EU citizens, meaning that EU citizens are not to be defined as immigrants within the EU territory.
