Preposition Question

I need help with a grammar question. Is “to” in following examples a preposition, or does it act as part of the verb (to obtain, to sign, to complete)? Thanks!

I finally managed to obtain a copy of the report.
Both governments have agreed to sign the treaty.
You're allowed half an hour to complete the test.

It is part of the verb infinitive “to obtain”.

Prepositions are always followed by nouns (or noun phrases). “obtain” is a verb.
