Is it right to say

The one liking you is handsome?

The sentence is not technically "grammatically" wrong, but it's hard to know what the sentence means.

Does it mean:
The person who likes you is handsome. :?:

Or is it trying to say:
The one like you is handsome. :?:

Or something completely different?

It means

Is the one that likes you handsome?

the scene is that : two women are discussing the men they recently dated.

One says:He is a 8 and rich and likes me, but I don't like him.

The other one: Is the one liking you handsome?

Not grammatically wrong but not idiomatic either.

Some possibilities might be:

Is he handsome? :ok:
Is the one that likes you handsome? :ok:
And the guy who likes you? Is he handsome? :ok:
