If I want to ask someone to arrange some products on a shelf in rows/lines.
How can i say ? Can someone put/place/arrange the products in three rows/lines of three apples on the shelf? or
Can somebody put/place/arrange the products in three rows/lines by three apples on the shelf?

Please arrange the apples in three rows of four.
You just confuse things by adding “apples each”.

put is possible but not idiomatic.
place is possible, but the best word is arrange.
