b) must be
c) should be

Both a and b are possible but the real answer is b.

These are modals of deduction. You "deduce" one thing from another thing.

You see big black clouds coming and you deduce that it is going to rain.

You see a Rolls-Royce car and you deduce that the owner is rich.

He MUST be very rich because he has such an expensive car.
