I have a question about this sentence:

This means that dominance hierarchies have been an essentially permanent feature of the environment to which all complex life has adapted.

and the phrase "to which all complex life has adapted".

Does it mean "feature to which all complex life has adapted" (an essentially permanent feature of the environment) or
"environment to which all complex life has adapted"?

And how such sentences should be understood?

This is not a grammar issue.

It is up to you to decide which interpretation makes better sense!
