Would you please help me to explain the use of "are' after "who rent"in the following sentence.

" single mothers on an averase salary who rent are sometimes subjected to discrimination "

How it is possible to use auxiliary verb after principal verb?

There's no connection between 'rent' and 'are'! 'Rent' is the main verb of the relative clause 'who rent' and 'are' is the main verb of the sentence (Single mothers... are...).
