1-He didn't go there, as he says.
Does he tell the truth?
2-He didn't go there, as he says he did.
Is this sentence correct?

1. Yes: the speaker is affirming that his statement about not having gone there is correct.
2. Not with the comma: 'as' here is - i.e. is intended as - a conjunction (not a sentential relative pronoun as in #1) introducing a predication adjunct, and, as such, requires no comma.
