Please explain the meaning of the following sentence:
If profligate government want to play sugar daddy with their taxpayer's money, surely that is their sovereign right?
Thanks in advance.

'Sugar daddy' is a colloquial expression meaning 'patron/protector' (lit. a male lover who pays for everything).
