Dear Alan,
I'd like to ask whether could I mix active and passive by citing words:
I exclaimed 'Congratulations' to him + I congratulated him = I congratulated him by exclaiming 'Congratulations'

The sentence is repetitive, but grammatical. (There's no passive here, though.)

Sorry - I wanted to write "reported and direct speech" but I wrote "active and passive". By the way, can I use the same in passive: I was congratulated + Sb said "Congratulations" -> I was congratulated by saying "Congratulations"??? (looks odd)

No, since the implied subjective agent of the participial phrase (she) differs from the clause-subject (I).

Sorry - I misread 'sb' as 'she' (please ignore it!) The only important point is that the two subjects differ.
