In context

Dear teacher,

The fact that the museum favors painting so completely over other forms of art is worth noting. It points up one of the potential limitations of the single-collection institution. To represent "Himalayan art" by painting alone, or even by painting and sculpture, is to define it by Western "high art" standards, which are inadequate when applied to other cultures (or to Western culture itself, I would contend).

Q : What is the meaning of "I would contend" in the context? I believe it mean he is sure about it. What do you think?

All the best,
