Hi,

That is the house in that the man lives.(incorrect)

Why can't "prepositions" be placed before a relative pronoun "that"?

Because they simply can't! (For this reason, some linguists prefer to classify 'that' as something called a 'complementizer' rather than as a true relative pronoun.)
