Sir,
He liked to say ,'Money saved is money earned'.
1. What is meaning of "liked to say" ? Can I replace "liked to say" with "used to say".
2. what is Meaning of 'Money saved is money earned'.

1. Not really, since 'used to say' does not specifically mean that he liked saying it.
2. It means that saving money is the same as earning money.
