Sir,

1.By the time I reached school, the gate was started.

2.By the time I reached school, the gate had started.

3.By the time I reached school, the gate had been started.

Which one is correct?

None of them is meaningful: gates do not 'start'.

2.By the time I reached school, the gate had closed.
