Dear teacher,

Last month the Government Printing Office awarded $373,000 in contracts to four manufacturers to design the passports, which would contain chips that stored all the printed data on the passport, as well as digitized data on the traveler's face.

Q : "data on" refers to "data of",doesn't it?

No, it means 'stored the data ON the passport'.

The second 'on' is certainly 'concerning', but the first is a little ambiguous. Very possibly, they are the same, in which case 'data on the passport' would indeed mean 'data concerning the passport'.
