Present perfect continous VS. simple

Hello,DEAR ALAN!
a) Komil is exhausted. He has been running.
b) Your eyes are red. Have you been crying?
Instead of continuous can I use simple preserving correct grammar and meaning?
e.g.
Komil is exhausted. He has run.
Your eyes are red. Have you cried?
If I can use the simple,does the meaning change then?
