Simple Past Vs Past progressive

Could you please tell me which Sentence is correct:

We spoke French before we have moved to England 18 years ago.

We were speaking French before we have moved to England 18 years ago.

I know that we have to use the present progressive when we are talking about a temporary state in the past.. but are 18 years still temporary?
