(a) carries
(b) carried
(c) carry
(d) carrying

Dear ALAN!
1) Which variant is correct?
2) Can I change the sentence into the following sentence below preserving grammar and meaning:
The proposed highway will require a lot of traffic and will carry heavy loads.
