I (have) or (had) never seen

I was wondering

we use past perfect to explain an action that happened before the past

and I had never seen this (before) in my life OR Have???

If you mean 'in my life before NOW' it is 'have'. If, on the other hand, you mean 'in my life before THEN' (i.e. in reference to some point in the past), it will, of course, be 'had'.
