Subject Verb Agreement (Follow up question)

Dear teacher,

Thank you for your reply. Previously I asked which of the following was correct; and you said it's #1 (because of the plural noun "Mobile apps").

1. Mobile apps have become one of the most popular channels that connect the Government with the people.
2. Mobile apps have become one of the most popular channels that connects the Government with the people.

I am a bit confused here because I thouhgt the "that" in the sentence referred to "one of the channels", that means, it is referring to "channel" that connects Government and people. If we we re-order the sentence structure, I will see something like:

One of the most popular channels that connects the Government with the people is mobile apps.

I am not sure if you know where my confusion is - sorry for not being able to explain it clearly.

The antecedent of the relative pronoun in a restrictive clause following the construction "one of the -s" is always the plural noun, not 'one'.
